Digital learning systems are increasingly used to support inclusive technical education for deaf and hard-of-hearing (DHH) students, yet evidence regarding their accessibility and usability remains fragmented. This study employed a PRISMA-based Systematic Literature Review (SLR), supported by bibliometric analysis, quality assessment, and thematic synthesis. The findings show that evaluation practices remain dominated by technical performance, while accessibility assessment, direct user involvement, and learning-outcome evaluation are less consistently reported. Based on these patterns, an Evaluation Evidence Taxonomy and evidence-gap map were developed and subsequently synthesised into a Design Knowledge Taxonomy. These outputs integrate technical performance, accessibility, usability, user evidence, context of use, and learning outcomes within a structured evaluation perspective. The resulting taxonomies provide an evidence-based foundation for evaluating digital learning systems intended to support inclusive technical education and serve as intermediate research artefacts for subsequent QA Model development.
