Benchmarking Progress: Key Performance Metrics For Nep Implementation In Higher Education Of India Part-I

Abstract

The National Education Policy 2020 (NEP 2020), approved by the Union Cabinet on 29 July 2020, presents a comprehensive vision for transforming India’s education system, particularly in the area of higher education. Following its announcement, the University Grants Commission (UGC) initiated several steps to support its implementation, including issuing guidelines and promoting the transition of institutions toward multidisciplinary structures. However, nearly four years after its introduction, there is still limited systematic evidence available on how effectively these reforms have been implemented across higher education institutions. This study attempts to address this gap by proposing a set of performance indicators that can be used to assess the implementation of NEP 2020 in a structured manner. The indicators are developed based on key reform areas such as quality enhancement of institutions, institutional restructuring, and holistic and multidisciplinary education. In addition, the paper introduces a simple quantitative framework, termed the NEP Implementation Index (NEPII), to provide an indicative measure of implementation progress. The proposed framework is exploratory in nature and is intended to serve as a guiding tool rather than a definitive evaluation model. It offers a starting point for institutions and researchers to move toward more data-oriented and comparative assessment. The study also highlights practical challenges in implementation and emphasizes the need for further research, broader data collection, and expert input to refine and validate the proposed indicators.
