Abstract

National and international policy makers seem to have rediscovered that "people" are at the heart of development. In its report the Commonwealth Working Group on Human Resources Development Strategies (993) quotes extensively from world Bank and UNDP reports to re-emphasise the importance of human factor in the development equation.
